Excise is the third largest source of revenue for the state—over the last two months, the government has lost a potential Rs 1,800 crore from it due to the lockdown. On every sale, nearly 72% goes to the exchequer as excise and VAT are levied at the highest rates in the country. “The state wants to ensure that only authentic brands are delivered without compromise in quality and without adding too much by way of delivery charges,” said a senior official, pointing out that rules will be framed in a way that leaves no impediment in implementing the system of Alcohol Home Delivery in Pune this week onwards.
Maharashtra will be the fourth state after West Bengal, Punjab and Chhattisgarh to provide Alcohol Home Delivery in Pune. “Under excise rules, a person can possess only 12 litres of liquor, so shops will have to engage more delivery boys to cater to multiple orders and will have to monitor their movement real-time. Consumers placing orders will have to give age and residential proof and get a permit, which can be bought online. Government will monitor supply and delivery on real-time basis,” he added.
